Position Summary

Job Objective
To build and implement IT governance, quality management, change management, and risk management frameworks. This includes all systems and processes within Education Technologies. To effectively and proactively assist in the implementation and compliance of all established internal policies, procedures, processes, controls, and standards. To be the Education Technologies focal point for all audit activities and visits, internal and external, and to ensure compliance with all audit requirements. To manage and coordinate Education Technologies budget, procurement, and reporting of KPIs, and other performance measures.

Main Responsibilities
Strategic Role
Contribute to the formulation of HCT’s system-wide strategy.
Contribute to the development of the Education Technologies’ strategy in alignment with HCT’s strategy.
Explore and propose new approaches and processes to deliver enhanced and more cost-effective solutions and services to the organization.
Lead the quality management, assurance and control, function within Education Technologies.
Apply and maintain global industry standards (e.g., COBIT, ITIL, ISO) within Education Technologies policies, procedures, processes, and controls.
Ensure that Education Technologies initiatives meet government legal and regulatory requirements, as well as HCT policies and procedures.
Operational Role
Establish and implement a formal IT governance and quality management framework.
Lead the development, establishment, implementation, and enforcement of quality assurance measures and testing standards for new (or enhancements to existing) Education Technologies applications, services, products.
Develop and implement quality assurance problem reporting processes and systems.
Analyze issues and deficiencies in service or performance and recommend improvements. Follow up and report on the implementation of the recommendations.
Conduct regular reviews and revisions of Education Technologies policies, procedures, and processes.
Manage and coordinate Education Technologies software, hardware, and other related procurements, and ensure Education Technologies full adherence to all relevant established policies, procedures, and processes.
Collaborate with the departments and staff within Education Technologies to ensure the delivery of integrated and seamless end-to-end solutions.
Explore and identify opportunities for the use of AI/ML to enhance services, optimize processes, and increase user satisfaction, across the different functions within Education Technologies.
Evaluate Education Technologies user satisfaction statistics, trends, and other data to implement appropriate measures to enhance delivery of quality services and systems, and ensure user satisfaction.
Contribute to HCT’s technical disaster recovery readiness plan.
Support the academic teams with any institutional or program accreditation processes, such as CAA, by coordinating with the Education Technologies teams to provide procedures, processes and evidences as required.
Perform any other task as assigned by the Supervisor.
Use appropriate situational leadership style depending on individual ability and the task to be accomplished e.g. directing, coaching, supporting, and delegating.
Contribute in an effective and efficient manner to the recruitment and development of UAE Nationals.
Provide leadership and mentorship to the rest of Education Technologies on all IT governance, quality management, change management, and risk management processes and topics,

Requirements

 

Qualifications
• A minimum of Bachelor’s degree in a relevant field such as Quality Assurance, Quality Management, Computer Science, Information Systems, etc.
• A graduate (Master’s/PhD) degree in a relevant field is preferred.
• Proficient-level English fluency is required.
• Proficient-level Arabic fluency is required.
• An internationally recognized certification in quality management
• An internationally recognized certification in IT Audit

Experience
• 6 years of relevant work experience (quality assurance in IT) with at least 3 years of experience in a managerial supervisory role. Experience in higher education environment is preferred.
• Demonstrated expert-level experience in quality management processes and frameworks.
• Demonstrated experience in coordinating multiple concurrent work activities and assignments.
• Demonstrated experience in deploying and using automated testing tools and reporting software.
• Demonstrated experience in the use of typical agile, SDLC, and SQA methodologies.
