Position Summary

Job Objective:

To enable HCT with top technology data expertise and champion a data-driven culture within HCT. To build and maintain HCT’s data ecosystem technology infrastructure and applications that are state of the art, secure, scalable, and cost effective. To collaborate with business stakeholders to understand business strategy, scenarios, gaps, issues and data needs, and to develop and execute a technology roadmap to maximize data capabilities and business insights. To lead the transformation of data and information into insights that inform high-level strategy and tactical decision-making in support of HCT’s objectives and decisions. To lead all efforts related to the strategic planning, oversight, management, design, development, implementation, and maintenance of HCT data analytics and reporting. This includes, but not limited to, data warehouse, data lake, big data, business intelligence, analytics, content management and data management, etc., both on premise and on cloud as relevant. To ensure data quality, integrity, timeliness, accuracy, completeness, and validity. To lead HCT-wide knowledge management and sharing.

 

Requirements

Qualifications
• A minimum of Bachelor’s degree in a quantitative field such as data science, data analytics, computer science, engineering, statistics, applied math, etc.
• A graduate (Master’s/PhD) degree in a relevant field is preferred.
• Proficient-level English fluency is required.

Experience

• 10 years of relevant work experience with at least 5 years of experience in a managerial supervisory role. Experience in higher education environment is preferred.
• Demonstrated expert-level experience in data ecosystem technologies and platforms, including data lakes, data warehousing, databases, BI tools, AI/ML, etc.
• Demonstrated experience in successfully leading and implementing large enterprise data platform projects.
• Demonstrated experience in developing and delivering knowledge sharing programs.
• Demonstrated experience in information security as it relates to data and data ecosystems.

Main Responsibilities

Contribute to the formulation of HCT’s system-wide strategy.
Contribute to the development of the Education Technologies’ strategy in alignment with HCT’s strategy.
Enable data-centric decision-making across the organization.
Develop and ensure the proper utilization of the annual budget of the department in collaboration with the rest of Education Technologies, business owners of applications, and the Finance Department.
Explore and propose new approaches and technologies to deliver enhanced and more cost-effective data solutions and services to the organization.
Establish and implement a formal data governance approach and increase the maturity of the enterprise data capability and environment.
Lead the team to ensure that HCT’s operations are provided and delivered with state-of-the-art, efficient, and integrated IT data solutions across all functions and campuses.
Lead and supervise all planning and budgeting aspects of the department, including regular monitoring and assessment.
Collaborate with internal business stakeholders to understand their data requirements, determine data technology enablers, propose and implement proper solutions.
Collaborate with the other departments within Education Technologies to ensure the delivery of integrated and seamless end-to-end solutions.
Supervise the department for the successful delivery of all tasks and projects as per the departments’ plans and HCT’s priorities. Review the department progress periodically against KPIs and objectives and take the proper actions to overcome any issue.
Enable seamless real-time monitoring and reporting of business and operational KPI’s in collaboration with relevant business and technology stakeholders.
Enable knowledge sharing through HCT’s operational business processes and systems.
Create and strengthen links between knowledge sharing and the different information systems, and improve integration among information systems in the organization, to facilitate seamless exchange of information across systems.
Work with other units within Education Technologies and with HCT business units to enable the identification, analysis, packaging and dissemination of knowledge to improve institutional decision-making. Help monitor and evaluate the knowledge sharing efforts.
Carry out performance appraisals for the staff. Take proactive actions to address and rectify any issues and to motivate staff to achieve peak performance.
Tailor activities and contribute in the individualized development plans for the developmental needs of subordinates to provide guidance on how to perform tasks.
