Position Summary

Job Objective
Responsible for ensuring that HCT’s technology infrastructure and IT systems and applications are state of the art, secure, scalable, and cost effective, and meet that the existing and anticipated needs of the organization, and support HCT’s strategic objectives and daily operations. Responsible for consulting routinely with internal stakeholders, including the rest of Education Technologies to analyze, recommend, enable, and implement the appropriate technology solutions.

Main Responsibilities
Strategic Role
• Contribute to the formulation of HCT’s system-wide strategy.
• Contribute to the development of the Education Technologies’ strategy in alignment with HCT’s system-wide strategy.
• Develop, periodically review and revise, and ensure proper implementation of the policies, procedures and processes, owned by the unit, and follow all other policies, procedures and processes as relevant.
• Recommend improvements and efficiencies in line with HCT's institutional priorities.
• Develop and ensure the proper utilization of the annual budget of the unit in collaboration with the rest of Education Technologies, business owners of applications, and finance.
• Proactively anticipate HCT’s future needs for technology solutions and plan accordingly.
• Within the scope of the unit, ensure world-class standards and best practices are adopted, and continuously introduce new ways to improve internal unit processes.
• Within the scope of the unit, constantly explore and propose new approaches and technologies, to deliver enhanced and more cost-effective solutions and services to the organization.
• Ensure that no system or application or service, within the scope of the unit, has a single (technical) point of failure in terms of human resources, through for example the implementation of redundancy and proper work allocations and rotations.

Operational
• Lead the team to ensure that HCT’s operations, across all functions and campuses, are provided with state of the art, efficient and integrated (where possible) IT solutions.
• Regularly review the unit progress against KPIs and objectives, and take the proper actions to overcome any issues.
• Collaborate with internal business owners and stakeholders to understand their requirements, determine technology enablers, and propose and implement proper solutions.
• Collaborate with the rest of Education Technologies to ensure the delivery of integrated and seamless end to end solutions.
• Lead the development, operation and maintenance of secure and reliable technology infrastructure to meet business needs.
• Ensure that the unit follows best practices for securing infrastructure, systems, applications, and data, including secure coding practices.
• Ensure at least 99.9% availability of all applications and systems that belong to the unit.
• Ensure HCT’s technical disaster recovery readiness including but not limited to backup and system availability.
• Oversee the effective storage, security and confidentiality of data as per established, relevant HCT’s policies.
• Ensure that software development quality best practices are implemented for all phases of the software development process.
Leadership Role
• Lead all planning and budgeting aspects of the unit, including regular monitoring and assessment.
• Continually evaluate staff performance. Take proactive actions to address and rectify any issues and to motivate staff to achieve peak performance.
• Ensure the successful delivery of all tasks and projects that belong to the unit and as per the unit plans and HCT’s priorities.

 

Requirements

Qualifications
• Bachelor’s degree in computer science, computer engineering, or a related field.
• Master's degree in a related field is a plus.
• Relevant professional certifications are a plus.


Experience
• 10 years of relevant IT work experience with at least 5 years of experience in a managerial supervisory role.
• Demonstrated expert-level experience in information security and at least 6 of the following areas:
o Networks and telecommunications
o Servers and storage
o Linux and open-source technologies
o Data center solutions
o Backup and disaster recovery solutions
o Cloud solutions
o Student information systems
o ERP systems
o Software development
o Mobile software development.
o Database technologies
o Business process modelling and automation technologies
