Position Summary

Job Objective
Responsible for providing technology solutions that enable HCT’s online, hybrid, blended and face-to-face learning environments. Responsible for training HCT’s faculty on using and utilizing learning systems and technology. Responsible for the technology enablement of e-content development and learning resources. Responsible for providing technology solutions that are state of the art, secure, scalable, and cost effective, and meet that the existing and anticipated learning needs of the organization, and support HCT’s strategic objectives and daily operations. Responsible for consulting routinely with internal stakeholders, including the rest of Education Technologies to analyze, recommend, enable, and implement the appropriate technology solutions.


Main Responsibilities:


Strategic Role: 
• Contribute to the formulation of HCT’s system-wide strategy.
• Contribute to the development of the Education Technologies’ strategy in alignment with HCT’s system-wide strategy.
• Develop, periodically review and revise, and ensure proper implementation of the policies, procedures and processes, owned by the unit, and follow all other policies, procedures and processes as relevant.
• Ensure that faculty professional development needs for the use of technology enabled learning systems and applications, are met.
• Work with the academic side to enable their needs on the e-content development front as well as the use of modern digital learning resources.
• Ensure the deployment of state-of-the-art learning ecosystem including advanced learning management systems throughout HCT.
• Continually explore emerging educational technologies trends and identify and propose solutions that take HCT to the next level. Proactively anticipate HCT’s future needs for technology learning solutions and plan accordingly.


Operational Role: 
• Lead the team to ensure that HCT’s learning functions, across all functions and campuses, are provided with state of the art, efficient and integrated (where possible) technology solutions.
• Regularly review the unit progress against KPIs and objectives, and take the proper actions to overcome any issues.
• Collaborate with internal business owners and stakeholders, especially the academic side, to understand their requirements, determine technology enablers, and propose and implement proper solutions.
• Ensure the implementation of state of the art, integrated learning ecosystem including the learning management system, virtual classroom system, learning resources, e-textbooks, etc.
• Design, develop and deliver training to faculty and staff in the use of instructional technologies and educational best practices, instructional resources, instructional technologies and multimedia hardware/software to support teaching and learning.
• Work with academic administrators and faculty to enable their e-content development needs and any needed technology support in class delivery.
• Oversee the library collection and its digital content, and ensure state of the art solutions are implemented.

Requirements

Qualifications
• Bachelor’s degree in computer science, information technology, instructional technology, distance learning or a related field.
• Master's degree in a related field is a plus.
• Relevant professional certifications are a plus.

Experience
• 10 years of relevant work experience with at least 5 years of experience in a managerial supervisory role.
• Demonstrated expert-level experience in learning management systems and e-content development, and at least 5 of the following areas:
o Gamification
o Personalized and adaptive learning
o Learning theories and instructional design models
o Professional development programs for faculty
o VR/AR/XR/metaverse
o Open-source e-learning solutions, technologies and tools including open-source
o Academic advising in HE
o Student information systems for HE
o Digital badges and micro-credentials
o Online course design and development
o Software development for e-learning systems
o Library services and learning resources technologies in HE
