Position Summary

Job Objective

To plan, coordinate and lead all work related to the selection, design, development, implementation, integration, testing, deployment, operation, management, maintenance, upgrade, enhancement, and documentation of the learning management system (LMS) and its ecosystem. To enable HCT’s needs in all areas related to the learning management system in order to enhance the overall student learning experience. Ensure that HCT is a leader in the area of learning management systems. To closely collaborate with the academic stakeholders, and other relevant stakeholders, internal and external to EdTech, to achieve the above. To provide level 2 and level 3 support to end users for the relevant systems.

Main Responsibilities:

Contribute to the development and implementation of the Education Technologies’ strategy in alignment with HCT’s system-wide strategy.
Act to align the unit’s goals with the strategic direction of the business.
Support with the development and implementation of ILS policies, procedures and processes.
Contribute to the development and implementation of the annual budget of ILS.
Conduct project performance reviews of strategic and priority programs under execution with portfolio scope of delivery against business plan.
Recommend and present new approaches and technologies to deliver enhanced and more cost-effective solutions and services to the sector.
Supervise resilient practices & anticipate the effects that such practices will have on employees, foresees obstacles and opportunities, and act accordingly. Contribute to the design and implementation of initiatives that create a healthier and positive adaptive behaviors.
Proactively anticipate HCT’s future needs for technology solutions and plan accordingly.
Ensure world-class standards and best practices are adopted, and continuously introduce new ways to improve internal unit processes.
Manage the unit to ensure that relevant HCT’s learning requirements and functions, are enabled with state of the art, efficient and integrated LMS ecosystem solutions.
Lead and supervise all planning and budgeting aspects of the unit, including regular monitoring and assessment.
Manage the unit to ensure the successful delivery of all tasks and projects as per EdTech’s priorities.
Review the units’ progress periodically against KPIs and objectives and take the proper actions to overcome any
issues.
Ensure that our LMS ecosystem is state of the art, secure, scalable, and fulfils HCT’s learning needs.
Manage LMS application implementations, deployments, upgrades and changes.
Manage LMS ecosystem implementations, deployments, upgrades and changes and facilitate HCT-wide online course sharing and development.
Manage LMS related process automations including identification, design, development. and deployment and enhancements.
Lead subordinates and motivate them to achieve peak performance.
Take proactive actions to address and rectify any staff performance issues.
Develop others through identifying development opportunities and through succession planning for key positions in the unit.
Take on a role of mentor and coach employees in their long term career goals and setting plans to achieve them.


 

Requirements

 Qualifications:

• A minimum of a Bachelor’s degree in Computer Science, Computer Engineering, Educational Technologies, or a related field.
• A master’s degree is preferred.
• Relevant certifications are preferred.
• Proficient-level English fluency is required.


Experience:

• Minimum of 8 years of relevant e-learning and LMS experience with at least 4 years of experience in a managerial supervisory role.
• Experience with higher education processes and associated systems and platforms (e.g., student information systems, learning systems, student advising, student admission, etc.).
• Proven and solid experience with at least one of the leading LMS’s (e.g., Blackboard, Moodle, D2L, or Canvas), in both management and development domains.
• Experience in implementing IT projects in higher education environments.
• Experience working with Scrum or other Agile software development processes.
• Experience with structured databases (e.g., Microsoft SQL, MySQL, Oracle, etc.)
• Experience with real-time communication methods (e.g., RESTful APIs, WebServices, etc.).
• Experience with unit-test frameworks and UI test automation (e.g., PHPUnit, JUnit, Selenium, etc.).
