JOB TITLE: Executive Director - Planning and Institutional Effectiveness
The Executive Director - Planning and Institutional Effectiveness provides leadership and administrative oversight for HCT's institutional effectiveness, assessment, accreditation, and institutional research operations. The Executive Director Planning and Institutional Effectiveness will serve as a key member of the leadership team to counsel and to provide assistance to the Vice Chancellor (VC) in leading and facilitating institutional strategic planning, master planning, policy formation and appropriate operational planning. This will culminate in capacity building and enhancement of institutional resource allocation processes. The Executive Director develops and prepares institutional planning documents; directs institutional research functions to support institutional studies, data management and institutional reporting; and serves as the institutional liaison to the Commission for Academic Accreditation (CAA) of the UAE Ministry of Higher Education as well as with all international program and institutional accreditation agencies.

In support of Emiratization, HCT may exercise flexibility with the experience or education requirement in order to recruit UAE National candidates who show potential for success in the role.

  • A Doctoral Degree or equivalent degree that provides a strong educational background in measurement, quantitative methods or other related fields
  • A minimum of 12 years of progressive administrative experience, of which at least 10 years are at a senior management level
  • A minimum of 10 years of experience in managing institutional effectiveness, institutional research or assessments in higher education
  • Proven experience working with accreditation agencies in higher education
  • A demonstrated record of teaching, scholarship and service
  • Previous experience developing comprehensive planning, budgeting, or assessment systems which align decisions with a strategic plan
  • Strong project management skills coupled with the ability to coordinate diverse organizational elements
  • A high degree of computer literacy and demonstrated ability to generate, analyze and interpret complex reports from various data sources
  • Demonstrated ability to integrate technology into the learning environment and teaching methodology
  • Current knowledge of higher education practices, trends and issues
  • Superior interpersonal skills as demonstrated by the ability to form professional relationships at all levels within the organization and with appropriate external stakeholders
  • Highly developed organizational, communication and presentation skills
  • Strong management or leadership skills as exhibited by experience in effectively leading a team and/or chairing committees
  • Overseas work experience within a multi-cultural environment could be advantageous
  • Fluency in written and spoken English is essential
  • Works with the VC in preparing the institution's strategic plan and master plans to assure accreditation criteria are fulfilled and that HCT is positioned for continuous improvement
  • Provides periodic and special reports on performance indicators to the VC and to the Governing Council as required
  • Serves as HCT's lead contact and liaison to the Commission for Academic Accreditation and other national and international program accreditation agencies
  • Organizes information and mobilizes committees and task forces to ensure that accreditation documentations are completed and presented to CAA accurately and in a timely fashion
  • Develops and executes internal controls for the strategic and institutional effectiveness planning systems
  • Participates in institutional planning, resource allocation, budgeting, and management processes as required
  • Facilitates the HCT regulations for Shared Governance, and institutional and unit engagement in planning and assessment to assure that institutional requirements are fulfilled, and that priorities are widely disseminated
  • Facilitates the use of organizational change tools to help departments and units develop strategic plans, improve key processes, assess institutional needs, and develop collaborative team environments
  • Directs the collection, analysis, and reporting of institutional data regarding institutional effectiveness and assessment, survey administration, and research in order to assist in the decision making process of the Vice Chancellor and administration
  • Maintains the institution's official policy and procedure document repository to ensure that HCT policies are accessible, comprehensive, and compliant with relevant regulations and requirements
  • Maintain the institutional and administrative unit organizational charts and the shared governance structure chart
  • Directs the day-to-day activities for the Offices of Planning, Quality Assurance and Institutional Effectiveness
  • Participates in the recruitment and selection of staff and ensures the effective management and development of staff
  • Demonstrates a commitment to HCT's Emiratization program and professional development initiatives for UAE National employees
  • Keeps abreast of developments in the field by engaging in professional development activities
  • Contributes to the development of the HCT by participating in HCT system and college management teams; by observing and implementing College and system-wide policies and procedures; and by participating in extra-curricular activities and community events
  • Travels to HCT colleges to attend meetings, workshops and conferences as required
  • Develops an awareness of, and respect for, the customs and cultures of HCT students and employees
