Position Summary

The Head of Financial Control provides leadership in the strategic planning and daily operations of all financial management functions within the HCT. Areas of oversight may include capital and operational budgeting; financial reporting and analysis; and business operations analysis. The incumbent advises senior management on policies, programs and decisions pertaining to financial operations, and ensures that relevant programs are successfully implemented throughout the system. The Head develops effecting working relationships with key external stakeholders, including the Ministry of Finance, Union National Bank and the Prime Minister's Office.

In support of Emiratization, HCT may exercise flexibility with the experience or education requirement in order to recruit UAE National candidates who show potential for success in the role.

  • A Master's Degree in Business, Accounting or other relevant discipline is required
  • A relevant professional qualification (e.g. - CMA, CA, CPA, CGA, or equivalent)
  • A minimum of 10 years of related work experience in Financial Management, with at least 5 years spent in a supervisory/leadership role demonstrating progressive responsibility
  • Superior knowledge of international accounting principles and standards
  • Strong working knowledge of governmental budgeting and accounting policies, procedures and standards
  • A high degree of computer literacy; experience with BANNER financial systems is an advantage
  • Current knowledge of industry practices, trends and issues
  • Highly developed organizational, communication and presentation skills
  • Exceptional negotiating and decision making skills
  • Strong management or leadership skills as exhibited by experience in effectively leading a team and/or chairing committees
  • Superior interpersonal skills as demonstrated by the ability to form professional relationships at all levels the organization and with appropriate external stakeholders
  • Previous experience working in a higher education or training institution is preferred
  • Overseas work experience within a multi-cultural environment would be advantageous
